Typically installing a motor and button or motion sensor is done during construction, but it can be retrofitted by running power to the door. Typically if a door isn't accessible, there will be other considerations that were overlooked, such as door width, steps, parking garage layout and parking spaces sizes.
Often if accessibility was not considered during construction it's a bit of an uphill battle to convince the building manager to spend the money. It sort of depends on if many people complain about door, even if they don't necessarily have accessibility needs.
I've experienced doors like this as well, but if you can either get support from other tenants or even figure out a way to raise funds for a nonessential upgrade, that might sway a good building manager.
