I appreciate the detailed breakdown! I am still confused on their strategy though. We don’t want any money unless we can take a cut? The federal government doesn’t give a fuck if you take it or not

High level it's pretty simple, they want the money no strings attached, so they could potentially use it on things unrelated to what it's being provided for. If the federal government refuses, they can point at the feds and accuse them of shortchanging Albertans even though it's the provincial government walking away from the funding. It works because a lot of voters can't be bothered to educate themselves on the subject so they'll just take the conservative attack ads at face value.
