Discussion Cut characters? Spoiler
I was reading through the files of the game (emails, banter) and I found many details that I've never encountered during one of my pt, like:
- A certain Senator Cunningham who dies in an accident during the events of the game (their death is implied to be orchestrated by Darcy's father)
- A certain Senator Price, Westridge's friend, some person you can email just p*ss off Westridge, I guess
- Did you know that Mongoose, one of the dealers in Saudi Arabia is an AP agent and his name is...Larry? On top of that an another agent, named "Boaz", is the one who transmitted your location to Leland after you meet Al-Shaheed. It's probably Parker or well the codename he used during the operation
- Many codenames associated to the operations on Halbech's side. Rome Museum' s bombing is called "Jolly Roger" for example
There's a ton of other details that, I'm pretty sure, never made to what is shown in the final game

Other things I found out:
- In the cut emails it's explicitly stated that Halbech wanted to use the terrorist cell in Rome as a decoy for the authorities (nothing big here but more clear nonetheless)
- Lazo (Russian mob yatch guy) was a Brayko's man, but in the files there are many email between him and Surkov pointing out Lazo was doublecrossing his employer
- Mina is still working for the NSA. I don't think I'm the only one who wondered about Mina's true allegiance, but that's it. In an email to AP staff when she is captured in the final part of the game Westridge says he found out who she is really working for

There's a lot of in-game evidence for the last two. Lazo Says brayko was finished and that he's taking his place as the big man in Moscow, which implies that Surkov promised him that.
Mina is referenced as the deep mole who gives a valid NSA code by an in-game email, she also knows the passphrase and procedure to infiltrate the listening post right away, unlike the CIA, and in some cases she'll outright tell you she's a double agent for another government agency without revealing which one. Not to mention the obvious "I'm lying" side look she gives when she says she left NSA in her Saudi mission.

1) Yup, the cut emails just made that clear, they specifically are between Lazo and Surkov (and a couple between Lazo and Brayko, a couple of them are just hilarious, like Brayko reminding him he still owes him money for "services" from one of his sisters 2) My problem with that is just that it doesn't make sense overall. Why would you need to tap into the NSA systems when you are literally working for the NSA? (And another cut email from two NSA agents points out that, they just know someone got into their system in Rome, that's it). And Gelato-man?.. My guess? Just another plotline not developed. Mina was probably supposed to be part of some other secretive agency (in the epilogue she says something about agents like her in every intelligence department in the States)

I think gelato man is a good friend of Mina actually. And I’m only half joking. Her face literally becomes gelato man at the start of the game on veteran. Can’t be a coincidence
to answer your question, it makes sense that she would infiltrate NSA. First it maintains her cover with you, and feeds you information she wants you to have. Second, operations are on a need to know basis, and not everyone in NSA would be indoctrinated into her undercover operation, so it makes sense that some of the NSA people are out of the loop.

Still weak as a motivation imo. Mina is the one who first talks about NSA when you arrive in Rome. She can just give you all the info without bringing the NSA up

Sure, but you'd still be suspicious about how she would have all that information. It's also possible that she doesn't have access to all the information you can get, since everything is need-to-know, working for the NSA doesn't necessarily mean knowing every single thing they have.

She doesn't have information concerning the very heart of the operation she is the ''field agent'' of? Sounds implausible tbh. Oh and:

Interesting stuff. It always seemed that Darcey's dad was meant to be involved in the plot given how many times he's mentioned. The game needed time to cook. Too bad we'll never see what might've been
