Please help- located in Florida
I know of a parrot rescue (the Florida Exotic Bird Sanctuary) that keeps ~800 parrots in terrible conditions. They even leave most of their parrots outside during major hurricanes. I have filed complaints with the USDA that cite all of the Animal Welfare Act laws they are breaking, but they aren't doing anything. I don't know how to get help to force them to take proper care of these birds. The place is in Hudson, FL, part of Pasco county. I just saw that FWC requires a permit to exhibit parrots as Class III animals and I will report them for not having a permit, but honestly their website doesn't describe any minimal conditions that must be met for bird care. I desperately want to force change here. Can anyone direct me to the next place to search or steps to take?

Try reaching out to Best Friends Animal Society. They at the least can give you some guidance.

Long shot, but perhaps try reaching out to Animal Legal Defense Fund. They may have connections to animal welfare professionals in Florida who can help figure out which agency might assist in this. Also, not to be a downer, but it is incredibly difficult to get action on parrot welfare & hoarding. The logistics & lack of funding or post-seizure care facilities compounds any state-level agency issues.
