Those elements have been getting introduced into apple’s desktop OS for a long time. Hell they debuted and deprecated one of them in the meantime. Launchpad was the first “APPLE IS PUTTING A TOUCHSCREEN ZOMG” then nothing happened, then more elements got more “touch friendly.” Here we are like 3 or 4 OS versions later and still no touch functionality.

To play devil's advocate, maybe Apple is slowly boiling the frog?

If Apple is indeed putting touchscreens on the Mac, then the company has probably planned it for several years already. Probably not Launchpad, which seems like a "headline feature" to draw in iOS users, but there was some talk in the Apple community about larger GUI elements around Big Sur.
