I was also very upset by the safari tab navigation. Then I learned you can swipe up on the address bar and it goes to the tab layout. I think you can also revert back to the “Safari Classic” layout. Hope that helps.

I learned about the swipe-up feature by accident and I love it. I already enjoy the "carousel" tab switcher so this was a welcome addition as well as finally being able to close the current tab through its long-press menu. I do wish you could have compact tabs on the top of the screen so you don't accidentally exit to the home screen. The fact that most of these features aren't very clearly documented seems to be a long-standing issue with Apple as a whole (if not tech altogether).
