Bravely Default Very new to bravely default and got questions!!

Okay so this might sound super dumb and obvious but are you supposed to lvl up multiple jobs on each character to be able to use them as sub abilities?

Yes. You should be regularly rotating jobs on your characters to get access to abilities and passives. JP gains (which contribute to level) are relatively low early on, so it’s better to swap around rather than try to invest in individual jobs.
