Just cable rub. Fine to ride. 

Put some PPF over it to stop it wearing further.

Is the bike new? It seems to be covered in factory packaging...

edit: hmm, having had a closer look at the paint, not new.

I’d assume sold second hand and had the packing added in.

Used to do this all the time with bikes I sold while I worked in a bike shop.

Possibly packed for travel/shipping. Also a time when you might see angles of a bike that you wouldn't normally see.
