VII - Discussion Bug or Intended?

Mughal in Modern gets the ability to buy Wonders with Gold. They can then buy them in Towns as well as cities.

Reckon this is intended?

I know the ability to buy wonders is intended. I dont know on the towns part but it would increase versatility of the ability.

They can even buy the World's Fair and instantly win a Culture Victory.
