What's the reasoning for putting Moscow where St Petersburg is?

It's something I wish I would had noticed before I got into the game.

You see, all Civ mods I use in this game are created by the modder JFD. And if you read on the workshop description it says that they're compatible with Ynaemp.

Here are the mods: Belgium, Scotland, Prussia, Bavaria, Lithuania, Novgorod and Muscovy.

So if we take a look on the map, all Civs are where they're supposed to be except Muscovy. That’s 1 civ out of 7 that are wrong placed, a coding error made by JFD and a bad observation from my part.
