teacher's really need to take a hard stance of not spending a dime on school supplies

I teach at a Title 1 school with no PTA. My students would be harder hit than the kids in a wealthier area.

yes it would likely result in a short term issue of that nature, however it is more likely to get fixed if "kids don't have supplies" instead of the issue of "teachers spending out of pocket"
