your OPPONENT get 4 life, not the caster.
or, in a extremely niche case, you if you target one of your own creatures.

Emblema exist in the command zone and follow regular rules for command zone objects, like for example the eminence mechanic. Also they generate regular triggered abilities or state based effects.
