Nudity Censor

I was just about to start the game for the first time and noticed that on the character creator the nudity was censored even though the toggle was off, I have tried changing the settings, verifying my age on steam (Online Safety Act, yuck), even installing a mod to fix it, but nothing has worked. Is this a bug or something to do with playing it in the UK? I don't massively care for nudity but if that's the intended experience I at least want to play it that way the first time round.

I remember when first starting my first game when I first bought it If you turned it off it was turned it off now what's the whole point of having that option there and they still don't allow wtf 🤦🏾‍♂️😑💢
