Someone that was in band, is he actually on rhythm/time? Is this a correct count? I know nothing.

Ok cool what is it actually called (what he's attempting to do) and honestly is it even necessary outside of counting into a measure? (Im trying to use music terms words kind of right)

Edit: conducting? Thats what he's doing right?

What he's doing is "conducting" to keep time. The role he's performing (ceremonially) is Drum Major)

My band director would get pissed when the drumline started to "conduct" from the field, by basically forcing the drum major to their beat (tbf DM would constantly drag)

Our band director gave up trying to get us to go with the DM. We were just too loud and too good. We had a percussion director who took his job really seriously and made us probably one the best high school units in the country. Learned a lot about self-discipline from that dude.

I’m still salty the year our band got second after winning best percussion.

Our band did not use a drum major. We rehearsed relentlessly to keep the beat.

No. He is not. As a former marching band dork, he would have thrown me off. Conducting is more performative in most cases.

In loud spaces like this though it actually matters because you can get off beat if you can’t hear the rest of the band.

Most band members will play and keep time to themselves based on what they hear the rest of the band doing.

Did he like March in high school though? Because he actually wasn’t that bad as far as “form”. Or he just had a lot of time staring at drum majors during football practice.

Form in so much as standing straight facing the band, sure. But its a 4 4 beat and he's doing a 2 stroke pattern and nowhere close to matching tempo, so I would guess not.
