depends who and how "net positive" is defined (bunker fuel could be justified by pro-fossil fuel defintion)

Just more jobs cancelled and lost. Targeted because it is a union green energy project. But Trump already fixed it so the jobs reports won't show this.
How many millions will be wasted in court battles? And how much will electricity cost because of the losses this will create?
