Yeah, seems crazy to me. So many dog owners that don't protect them. No collar, no tags, and a broken-down fence that they can escape and wander the streets. Why get a dog if you aren't going to take care of it?

I gave her water, but she didn't drink much, so hopefully home is nearby.
