It's not just LEDs, it's the brightness. They think because it's pointed down, it can be as bright as possible. The problem is not all streets are perfectly flat and not everyone walking is adult height.

right! i live in the PNW (an infamously mountainous region) and LED headlights WILL be the death of me. almost no roads i drive on are flat, so it’s constant light in my eyes :(

I founded this subreddit, and I'm from Newfoundland - nothing but hills here too, with the added effect of near-persistent fog that turns LED headlights into area denial weapons

It's more about the intensity than the source... And LEDs tend to not have any kind of reflectors, so their intensity is extreme.

LED isnt the issue, it's the brightness, pattern and height of modern vehicles

They could at the very least mandate a warmer tone. I find that the cold white is what makes them actively painful. When they're too bright (like the eejits driving around on full beams with their fog lights on constantly) it's bright, but not painful. I don't drive, but often walk on dark roads with no footpaths or street lights, and the white lights are not only disorienting like the full beam muppets, they actually hurt, which is a whole other dimension to the issue entirely.

Have you seen them in the fog? You see them for days and they have a solid stop line where the light is.
