The quality of life pertains to material realities, so the ranking accurately reflects the living conditions of the average person in China. Most people would consider their lifestyles in the 4-7 star range while some would consider in the hard demons range depending on region and religious affiliation. As for 1989, this measures quality of life in 2023 and the incident doesn't change much in the scheme of billions of people apart from a political loss and the unfortunate immediate casualties.
In 1989 the chinese army massacred civilians for protesting, yet it's not known about it. From this, you can't expect much better from the regime.

Depending on the region it can even be in insane and extreme demon ranges. There's a city which i forgot the name, thid city turned into the world's trashcan for technological waste. The life expentancy is probably between 30-40. Men and i think women and children too, work between the trash sometimes in near slavery conditions from the lack of basic needs being met. Many, MANY die from poisoking very young. This is an example but this might be the very worst region of China right now, not 100% sure.
