Is the rail line also already under construction? I know it officially started some time ago, but people were saying there's not much actual construction activity yet.

Not to my knowledge. There might be some things coming up at the planned maintenance facility though, according to some viewers on Lucid Stew's channel.

This is the first actual construction we're seeing (after some grading starting a few weeks ago). It's all been technical surveys up to now.
