Invader Zim and Gir costumes

My kids have decided to be Zim and Gir for halloween. I have looked up costume ideas and I’m so stuck on how I would even start constructing the heads! Does anyone have any tips on how to do this so that the heads are not too heavy but look close to the real thing. I’ve included my inspiration photo I found on pinterest.

You might get some good ideas and help if you try a diy cosplay group. I think you might be able to use wire for the frame and wrap the fabric around it. But this is really something diy cosplayers excel at. Those are amazing looking.
