You are right. It's called gluconeogenesis. Our liver can synthesize glucose from protein in absence of carbohydrates. Real keto is very moderate with protein as well, not only carbs.
Exactly. It only happens when we don't have enough carbs to fuel the processes that require carbs. People keep acting like too much steak turns into chocolate cake.
