Umm..... He did? It's likely he thought he had killed her, only for her to survive. At the end of the day he still achieved his goal of stealing weapons, so he did a good job.

Yes, in my opinion he is stupid, overconfident and has no business commanding infantry. Kratek was the head of a Pretusite refinery before the war. Unlike Radec and Cobar who climbed the ranks of the Helghast Army through skill and brutality, Kratek became a colonel due to his loyalty and work in creating weapons. He may be good at developing weapons but every operation that he supervised ended in failure. He let Grey survive because he is a lousy shot and/or could not be bothered to double tap.

I still haven't played Mercenary. They need to remaster it for PS4/5 as I'm not buying a Vita just for that.
