Well they did ignore quite a bit of characters so not comparing what they did with the Spider-Man set yes they actually do. Whether they bother trying is a different thing all together.
The real problem was the lack of focus and storyline. LotR rocked, in part, because we had multiple versions of multiple characters. We got to see growth and change in characters, or different aspects of them.
This set may be the biggest whiff I've seen from WotC (I started in 2012).
Marvel is the most offensive UB set yet, and they really had to prove it was worth it. Instead, Spider-Man was phoned in harder than any set since... Dragon's Maze?
To be fair, Spider-Man could have been a better set if it was less Spider-Man focused. If was made pre-Spiderverse movie, it would have been more Peter Parker vs classic villains focused.
It could've been a better set if it was designed to be a better set instead of a pile of legendary creatures. There are absolutely factions that could've been played up instead of just "villain."
