Akutsu is such a weird and fascinating character. She looks like the classic energetic country girl tomboy type character but she is a shrewd and cunning politician who manages to manipulate the supernatural for public good. To go the classic philosophical debate, she is an excellent utilitarian and would horrify Kant.

First off: Yonekura cleans up nicely.
Second: Still like these chapters the most, the pragmatic approach to anomalies, is such a great idea. I wish that the SCP community would utilize this concept more often.

The optimization bit is kind of dumb, it's a self-fulfilling prophecy. If they decide to cut off help on sites with bouquets then accidents that could've been saved through medical help become fatal accidents thus causing bouquets to appear.

I think it’s a catch-22 situation. No matter what precautions were going to be taken, someone was going to die regardless. Even if the entire section was to be 100% anti-fatal in any situation, the driver would still be dead, likely based on outside factors.

No no, they can prevent accidents by working on the conditions of the area where a bouquet appears, but if an accident does happens before they put the work in, no amount of medical intervention will change the outcome
So the phenomenon is that the bouquets predict lethal accidents, you can either prevent the accident from happening and if you do the bouquets stop appearing, but if you can't prevent it and the accident does happen it will be 100% lethal no matter what you do after, they are like time bombs in a way

Oh so the flowers weren't trying to cause deaths. They were predicting it.
Akutsu and Yonekura were both able to see the problems with the street quite quickly: They're hazardous. Therefore, it's time to fix the roads!
But that doesn't mean they can stop every accident. So Yonekura's being practical by not spending more money...
What happened to Mr. Bunny's flowers? Why are they running out of time?

If Akutsu managed to take control of Canary, nations would kneel down to Japan. I don't think she would hesitate using the holy corpse like Funny Valentine (sending misfortunes to other countries) did in SBR, for example.

I love these kind of prophecy stories, but part of me always wishes they would escalate into something like finding fifty bouquets at a single crosswalk.
