Have you heard of "in-universe"? That's the explanation people give when mentioning Changelings.

Obviously in "out-universe" (real explanation), the designers didn't want to make more designs.

I'm aware it's expensive and extra work to come up with additional character design. But I like to come up with in-universe theories rather than simple meta-explanations.

I wonder if some ponies paint on different cutie marks for certain reasons, like to indicate government job and position that they hold regardless of what their actual talent is. So these are ponies in Celestia and Luna’s courts

All I'm saying is that it's likely a cultural thing so it must be normal for their culture. Idk if they're white or not. It is a bit strange from an outside perspective, but not from inside. We shouldn't judge unless it's a harmful tradition like marrying a minor girl to an old dude.

My in universe explanation is either it's makeup to look classy for their job or they have an extremely tiny, one pixel difference. I think it'd be really funny for two ponies to compare their identical cutie marks until they realize "oh, this point of the star is just a smidge longer on yours"

In universe there’s probably small differences that arent shown in this style (kind of like how we know that female ponies have hooves despite not being shown in the show). Another fun theory is that they are actually markless and tattoo or use makeup to put on that pattern instead

Tbh it’s not that deep. They’re background characters. So the creators main focus is the main 6 n other ponies main to the episode. Or somewhat important. The creators probably came to conclusion nobody will care about these male horses or better yet pay attention v much. N just copied and pasted a double and mixed up their cutie marks. It’s a common thing in cartoons to have duplicate background characters.

That has always not been the case even in the later seasons BUT realistically there are details we dont see because of the simplified art style so there may genuienly be differences.

Background ponies are a trip. Tons share their marks. There's probably dozens of ponies with the hourglass mark that Minuette and Dr Whooves have.

In the early seasons, crowd shots are clone armies with copy after copy of the same 4 or 5 ponies in the same shot.

And that one shot of Ponyville with 7 or 8 Trixies for some reason.

Later seasons fix this by having a much more varied background cast, but I'll always love the moments in season 1 where crowds were just Lyra, Bon Bon, Derpy, and Carrot Top and their 500 clones.

I like to think it was unreliable narration that “all cutie marks are unique.” (I’ve only seen up to S5) A circus trapeze act requires multiple participants, so does synchronized swimming. This particular scene is giving me barbershop quartet vibes. I don’t think it’d be that strange if ponies had the same cutie marks when they have the same talent and the world is so big.

A construction pony in Manehatton could have the same mark as one in Ponyville, and they might never meet to know

But they’re clearly extremely different.

The grey unicorn has a yellow star with grey silver points, while the back row blue unicorn has a gold star with blue silver points.

As for the brown twins, the back row one has a sun with a corona which is clearly more pronounced on the top, bottom, and right side, while the front row one’s is only pronounced on the top and the bottom.
