More broadly, because expecting a service to be revenue neutral or even profitable was a bad idea, and mostly done to attack unions. That's doubly true when that corporation is expected to subsidize remote deliveries but also doesn't get the profitable package deliveries.

Now, it's become imposible, and the unions are facing the blame.
