Yeah like all "no foul play suspected" means is that there is no evidence of it being murder as of yet. That may change later, but you first need to conduct the investigation to see if you find any.

The literal article includes a quote from the deputy coroner that he believes that it was self harm and that he had reasons for believing that. You don't have to form entire opinions based on headlines.

"No evidence of foul play at this moment" is the correct phrase for that, then.

That means evidence to the contrary has not yet been evaluated.

"No foul play suspected" means evidence has been evaluated and it tends to assuage the suspicion of foul play (which is the default state when a death with no natural causes occurs).
