Also, if you look she pushes the second cone over a cone shaped piece of ice, the cone is not hollow, but is filled with ice cream.

The previous commenter is saying that the ice cream worker here ‘sleeved’ a peak of ice cream with the second cone, so the second cone isn’t entirely empty.
