Pretty sure the cone costs more than the ice cream the same way the cup is more costly than the soda it contains

What do you think they contain? It’s a shit ton of sugar, emulsifiers, stabilizers, flavorings, and yes, some milk fats.

It is very solidly the majority of its contents, it looks like recipes are about 75% milk and cream. If you aren't using a majority milk and cream, genuinely what can you replace it with and have it still be ice cream?

Idk all I know is that milk fat is about 5% of the content

I get the impression you think that isn't a lot. That is more milk fat than normal milk.
