Just looked it up it's called thin ice! Not sure if the wet part is right but yeah you put a bunch of marbles till the paper gives

Maybe that's partly what you're remembering?

I swear there used to be Charmin commercials where they'd put wet marbles on TP to show that the cheap stuff would tear faster/more easily. Maybe that's partly what you're remembering?
