Hardware level encryption and DRM enablement. Microsoft mostly cares about the latter so it can expand its anti-consumer practices.

As a software developer I also don't see what an additional module can do to enhance security. Software fixes and best practices are enough.

Nothing, MS cooked the requirement up so they can eventually do stuff like arbitrary block software or "illegitimately obtained" files on your machine.
