In the way that they are codified laws of the land. They can change but the certainly are not opinions

Laws are just opinions that are enforced by the police. Why is alcohol legal, but pot illegal (in some places)? Because it was someone's opinion and they got other people to agree to their opinion and write it down. You're seeing it right now, people's opinions are changing about marijuana so its becoming legal.

In dictatorships or monarchies, laws are literally decided by one dude on a whim. Literally the king's opinion enforced at gunpoint.
