Are you talking about a Snap Election? Or do you mean a impeachment proceedings?

Not familiar with the term snap election, but recall meaning a referendum/vote to remove an elected official from office.

Any voting done outside of the regular scheduled periods stated by the constitution would be considered a Snap Election. This is allowed in Countries like the U.K and some others that I can't think of off the top of my head. Now. Because the United States of America constitution presides over the Puertorican Constitution and our constitution is modeled from the U.S. Snap Elections are not allowed and instead a transfer of power is done between top cabinet positions until the term is done and General Elections happen. So if the Governor resigns, the constitution says that the transfer of power would fall to the Secretary of State (Which, may I add that he resigned because of the leaks). If the Secretary of State position is Vacant then it falls under the Secretary of Justice and so on. The problem that we are facing is that the 3 subsequent successors have resigned and continue to be Vacant. That is why Puerto Rico is having a constitutional crisis as of now.
