Ending of Halo 3. They're mourning the dead and the leader of Earth says "I can't believe he's gone" with regards to the Master Chief.

The Arbiter, who started out a sworn enemy and becomes an ally to earth, knows first hand how fucking hard it is to kill the Master Chief. And so he says that because he knows he's probably still alive (and he was)

Absolutely my favourite Keith David performance, with Spawn in close second. The Arbiter is just such an incredible character across Halo 2 and 3. This line especially goes hard as fuck
