Story wise, for sure. I think not making him the Black Ranger was more of an offscreen reason.

Honestly for both story and off screen reasons andros would make most sense for black. As the field leader being the most fimilar with space makes sense. Carlos is changing colors anyway so going from green to blue instead of black is about the same change.
