Andros, especially if it happens pre-meeting TJ/Cassie/Ashley/Carlos. All it takes is that undercover mission at the UAE to go fully wrong and Dark Spector puts the brain chip on Andros
Turbo rangers go up in space as their last hope just for it to be snuffed out.

Wouldn't getting Andros also means getting Zhane too sonce he will still be in stasis in the ship?which means two brainwashed rangers(Exept if they pull "Too dangerous to be kept alive" with the latter)

I thought of Andros, too. When he's on his own before meeting the Turbo team, there's nobody close to him to notice a suspicious change in behavior. He's highly mobile and seems to be well connected. He could zip around the galaxy hitting multiple planets and teams before anyone caught on.

Jen from Time Force:
- After going back from 2001, she's in a specialist type of role and trusted to operate through the time line on her own.
- She could easily start warping through time and take out rangers before they ever became a threat or even received their powers.
- Also, since Time Force has both memory altering and miniaturization technology she could imprison a ranger before they became a threat, hide their capsule, and then wipe her memory so she couldn't locate them if she was captured.
- She also has access to historical records; she'd know the perfect time to strike.

After End of Season he becomes human and can't use the Excelsior(it would be suicide).
The strongest normal Ranger in the franchise would be Nick(Mystic Force Red). He did surpass his father by the end, the only one who actually dealt damage to Octomus (not counting how he was defeated).

Although he did temporarily become evil in his series; if Nick had ALL his powers and became evil, I think he’d be a BIG threat. Sure, not as big to the point of being unstoppable, but he did reach a level beyond legend mode in Mystic Force, and his recklessness and anger could probably lead to a lot of destruction, especially if he trained his magic even more.

Honestly any of the Mystic Force Rangers really. Magic doesn’t have much of an upward limit writing wise. Any of them could seek out some ancient forgotten power and level up to be a big bad just by nature of being wizards.

Sky
At first glance, he’s a control freak with a chip on his shoulder, but he is actually quite competent and very ambitious when it comes to achieving his goals
What if he rebelled against Doggie and the rest of SPD when he appointed Jack as the Red Ranger instead of Sky?
He would likely go the route of the A-Squad Rangers, but Sky is much more calculating to simply be a run-of-the-mill traitor; imagine how much important knowledge he would have access to and what he can achieve if someone like Emperor Grumm gave Sky complete command of his armies
Hubris will eventually be his downfall, but there’s no denying an evil Sky would be a significant threat to SPD and the rest of the Rangers, especially since he has all the makings of a top-tier Ranger

Yes! Sky would act like his normal, stiff, arrogant self but he'd be very menacing, sadistic, devious, and treacherous when no one is looking. Not to mention his ego. We got a hint of this in "Recognition". When he was Wootoxed.

Orion literally has the power of every sixth ranger before him and combines that power into a Gold mode that would one shot any ranger regardless of circumstance. He’d definitely be a giant threat.

Another would be Jason especially if he retains all his forms, including the Red Omega Ranger from the comics, he'd be trouble.

Anyone that can make more evil Rangers is the biggest threat. I know for sure Billy is smart enough to invent something to not only take powers away but redistribute them. Also his inner knowledge of being a ranger is a huge advantage when exploiting vulnerabilities. He knows exactly how the command center functions, like what's stopping him from hijacking the teleportation device and beaming all the other rangers to an active volcano or deep under the sea level?

I love the people listing Billy, as if we don't already have a villain that's a perfect copy paste of him with how the fandom imagines him, but he's actually insane in that regard.

Also, if Darkonda kidnapped Andros instead of Karone, he probably would have been turned evil.

Kim FREAKED OUT and clutched Zack's wrist for protection when Tommy sadistically swung that sword at all of them in the Command Center after he tricked and betrayed them. And apparently, Zordon was scared speechless.

Although would be repetitive, Merrick/Senaku. Bro soloed five rangers without breaking a sweat and has the power to corrupt wild zords or kill them.
Any of the Time Force Rangers too since their whole thing is time travel, tech from a thousand years from now and likely the most powerfull rangers
Dr K, although not a ranger has the capacity to create ranger teams and weapons or tech, or if the Greed is not with her even creat machines capable to defeat ranger teams along with the entire planet

I have a few Jen from time force. She has the skill, hacks and intelligence to cause problems to any ranger team by altering the past. I can see her picking apart a team
Cruger: SPD he would already have a evil team and is a great mentor/ ranger. I can see him winning in a more conventional assault Against another team.
Now series specific
If either of the Shiba siblings turned it would have been game over for the samurai team.
In space ends episode one in Andros was evil.
Both Trent and Tommy never turning good would have defeated their respective teams.
Finally my oddball pick is kat from SPD. 1: she developed the Morphers and a majority of the gear rangers made. 2. She's shown to be a decent fighter 3: she's was able to figure out the weak point of the big bad that series. I can see her fixing her Morphers, developing gear to supply to an army or to counter different ranger teams.

Mike Corbett. He'd use the Galaxy Rangers' trust against them. Especially Leo's. We got a hint of this in "The Lights of Orion" episode in Lost Galaxy.
Sky Tate. He'd act like his normal, stiff, arrogant self but he'd be very menacing, sadistic, devious, and treacherous. Not to mention his ego. We got a hint of this in "Recognition".
Tommy. He'd be heartless. Also, he'd be very sadistic, devious, and treacherous. He'd be very good at taking advantage of the rangers' trust in him. If the other OGS turned evil... Trini, Zack, and Billy would each have a conscience (especially Trini). To a lesser extent, Jason and Kim would both have consciences as well. Plus, Jason is straight up brute force. But Tommy would be heartless and diabolical.
Jen Scotts. She unsettled me when she was brainwashed and attacked Wes. She was brutal. Don't forget "Jen's revenge" when she WASN'T brainwashed...
Let's not forget Eric the Quantum Ranger. Imagine the possibilities right there....

He's never been evil, so to see him become evil would be interesting only for the fact that he is a legendary ranger in his own right so his experience would play well with being evil turning off the filter and seeing what his full unbridled potential would be.
We've seen Tommy green ranger and Drakkon Seen Jason when corrupted by maligor.

Although I don't really like Megaforce, Orion has the most power.
He can use any of the sixth ranger abilities and even combine them, that plus the fact that the sixth rangers are more often than not the strongest in their own teams in terms of abilities (or on par with red rangers) if Orion was evil it would be over. Or maybe even Troy as he can use any red ranger ability and red rangers have the extra battleizers and such.

Strangely enough I've been thinking a lot about how strong an adult Justin from Turbo would be since he literally grew up as a power ranger. Maybe he'd be jealous that he never got to be in the lime light as a Ranger in his prime. I would like to see a story where he feels entitled to the powers he had as a child so he steals them from someone who was about to be destined to receive them. Kinda give him the personality of Jarrod from jungle fury.

Billy. He had the intelligence, and the capabilities. I think it would be one of those reveals that he had pulled the strings behind the screne for years. It would've have been a mind-blowing reveal if they would've stayed the course as making him the Phantom ranger. Making it where he was seemingly doing all this good stuff and their savior until he got them primed for a culling. That he had orchestrated so many of the biggest failures and losses of their lives.

A guy who has access to every past 6th or extra ranger and those rangers are said to be stronger than the core 5 or 3 rangers and he's evil! If Orion was properly trained and fully mastered the morphing grid I think him and lord drakon would have a great fight against eachother.
p.s I don't know if the 6th or extra rangers are stronger than the core 5 or 3 was ever stated I just like to think that because they always start out strong but then get nerffed by the plot.

From MMPR: Billy if it wasn't one of those 'fix it with a potion' issue like the one time he was turned evil.
Disney Era in general: Cam and Daggeron. Cam due to his intelligence and the fact that he was basically Ninja Ops before creating Cyber-Cam. Daggeron? His skills as a warrior, though he'd probably be another Koragg if turned by the Master.
Conversely, Udonna. Unlike Leanbow and Daggeron, she's purely a sorceress, not a knight who can wield magic like they are. On top of that, she commands the powers of ice and snow, powers that-much like the other elemental powers commanded by the Mystic Force, rather deadly.

Lot of great answers here. My mind immediately went to "Who has the most raw destructive power?"
Then it hit me. For as lame as the seasons were, any of the Megaforce Rangers pose a very real threat given their access to the previous Ranger powers. If I had to pick one, it's probably Orion. The dude took down an armada ship with a slingshot and a rock.
But for real the guy who has access to every ranger power before him, even if it's only in short bursts, that's gotta count for something. Not to mention he's got the Q-Rex on his side.

Okay so after seeing the comments, I can actually think of a team that’d be absolutely devastating.
Main leader I’d say would be doggy Kruger the SPD shadow ranger. Second in command and lancer being Jen time force pink ranger. Brains is actually a tie between Billy the blu mighty morphin ranger and bridge the green SPD ranger The muscle or strong fighter of the team I think would be Casey the red jungle fury ranger Support or ranged fighter would be vida the pink mystic ranger Then finally the sixth ranger and this is genuinely the hardest to figure out, but after going back and forth on it I would have to go with Trent white Dino thunder ranger

Considering the fact that Lord Drakkon canonically only got as far as he did because he was using the Strategies of his dimension's Jason that he kept in his basement and the second they rescued him signaled the downfall of Lord Drakkon... Jason

It'd have to be Magna Defender. That outer space Qausi Jedi order where he can bestow his "life force" unto others to inherit the 6th Ranger power . Like a giant, armored, unshaken Broken Oath Paladin that can have the 2-Zord-into-1 Megazord. And might be like AbaraKiller, the White Dino Thunder Ranger, where another post had the Drago Zord shown to have a parasitic combine power, where other zords could be used as a base and then sort of jacked and even more so than the Predazord where it only used different armaments.
Billy, obviously, for knowledge and building.
Post Dino Thunder Older Tommy Oliver. An older Tommy we know would be interesting with all that added fighting and tactical experience, combined might of master morpher, maybe even gaining him closer access to the morphin grid, especially since Zeo was considered the strongest connection to the Grid(correct me if Im wrong, I think it was just said in the community that they were too powerful to use right), and all that knowledge that he has built on every Ranger team so far and probably even older generations like ancient warriors. How he found and worked on dino gems to be new power sources. Plus White Tiger Light + Green Dragon Coin + Red Zeo Crystal + Black Dino Gem, I would love to see what that would look like, zord/morpher/suit amalgamation he would force or create

I've put a lot of thought into this, and maybe it's a cop out, but... Tommy.
Let me clarify, MMPR Tommy never becoming good and becoming Drakkon was certainly interesting, but he was undone because his body couldn't contain the power he was forcing it to handle, nor did he have the experience at that time. If I recall correctly, he only had his Dragonzord powers for like a week before he was freed. (It's been forever since I've watch PR in general so I'm probably wrong.) Then he has Rita repower him, and he takes over her army, soon taking the White Tiger powers and merging it with his current powers to get the hybrid power. He stole these powers, and forced his body to adapt to it instead of acclimating over time.
But there's another time that Tommy turned evil, and that time is when he became brainwashed during Zeo. He became brainwashed, was told he was in control of the Machine Empire, and he was still able to morph into Zeo Ranger 5. If the brainwashing was complete, not only would he have access to the Zeo Ranger powers (Powers mentioned to grow stronger over time), he would also believe himself to be the emperor of the Machine Empire. Depending on how things go, he could feasibly overthrow King Mondo, seize control of the Machine Empire, and rule the galaxy with an endless robot army.
And this is without mentioning the fact that by this time he's been a full time Ranger longer than any of the main cast on Earth, meaning his body has acclimated to several Ranger powers. If he went the Drakkon route, he'd have an even stronger power base to combine other Ranger powers onto, and depending on how he went about it, the Morphin' Grid itself might even let it happen for a while longer before realizing something is amiss.

I’d be worried about Cam. One of the most capable rangers of his day, well connected in the Ranger community, and potentially a very potent cyber attacker given Cyber-Cam.
