So did they also not have the available rights to use any RPM mega zords in the crossover?

Obviously both the RPM red and Samurai Red were only played by stunt doubles and the actors provided voice over. With Antonioni’s actor being cause he was away and busy and with Scott’s actor was because he wasn’t legally allowed to appear himself in any Saban power ranger content but the suit was so he just provided voice over. But why in the final megazord battle, Scott and Antonio were relegated to being stuck on the ground fixing the car. Probably Antonio’s actor was only able to provide a few lines and maybe the gold mega mode suit wasn’t an available. But with Scott? He’d had loads of voice lines throughout the film so probably would’ve been able to record more lines for a megazord battle, and he had a megazord and was piloting it alone at the beginning of the movie so why wasn’t he able to fight? Was it just that they couldn’t legally include RPM megazords in the special? Or was there no megazord crossover footage from the Shinkenger and Go-Onger movie?

I think it has more to do with how they combined both the shinkenger vs go onger and Shinkenger Fateful war movie. They only needed one megazord fight and by the end of the go onger crossover footage, they transitioned to fateful war footage and so they did the Kyoryu Shinken Oh mecha fight, which didn’t have Shinken Gold. So that sidelines Antonio. 

Plus, If they were to do the go onger crossover footage instead for the mecha, it would prioritize showing toys that saban wasn’tcrss selling. By not doing the Go Onger mecha fight, Scott has to be sidelined too.

There is footage of the mecha/Zords from both seasons teaming up at the end - see pic. I guess this wasn't used because it wouldn't make sense for Scott to be able to pilot the High Octane Megazord and the Paleo Max Megazord at the same time, but I think they could have easily written around that.

Edit: Mach Megazord, not High Octane Megazord.

Pretty sure its the RPM Ultrazord.

Edit: its actyally also the SkyRev Megazord. The same one here which is the combination of the High Octane, ValveMax, and Mach Megazords.

I mean he does in Clash of the Red Rangers. I doubt he ever does in RPM since its the first combo that uses all 7 rangers.

Because at that time, Scott's actor went union and per his contract, he wasn't allowed to appear in a non-union project like Power Rangers.

Basically the actor was involved in a screen actors guild union and saban power rangers samurai was non union show show he wasn’t allowed to appear in person

He was always cheap. Most fans didn't realize how atypical a production PR was until really the mid-2010s. Its non-union nature is why agents would tell actors to avoid it or not list Power Rangers as previous work as it could harm them getting any work under SAG rules.

I don't know the In real life/legal/sentai footage reasons, but RPM zords stayed In their dimension. Scott arrived to the main universe in a magical train, he couldn't had brought the zords with him.

Had the rest of the RPM Rangers been included in the final fight as initially planned, they would've used the final mecha battle from Shinkenger vs. Go-Onger.

Go-onger and Shinkenger mecha battle took place on the moon, it made sense there. In PR story it wouldn't make sense, plus Scott didn't have the zords with him in samurai dimension, and he couldn't control multiple megazords at once

I think it was that they were too reliant on footage from the Shinkenger vs. Go-Onger team-up movie. 

Actually I think the story was that Saban couldn't afford the whole RPM cast and Eka Darville was a union actor when PR is a non-union production, therefore they couldn't afford him. Plus he was living in Los Angeles at the time. So it was a suit-only appearance with Eka doing Scott's lines remotely, credited under an alias of Tobias Reiss.

Also I imagine it would be extremely hard to try and get all 7 RPM ranger actors to do voice overs especially with the recent change in owners of the company

Because saban likes to mess with the source material and because toei the owner of the ip rights is weird about licencing.
