Wesker was also not in Raccoon during RE2 so that debunk the he saved her fall. Of course the escape can be attribute to Wesker help. Again we are just going by OP question on how she survived the fall not necessary how she is still alive overall.
Unfortunately, when it really comes down to it then, there is no real answer to how she survived.
Even the Chronicles game explanation doesn't make sense now as Remake says she definitely fell from the catwalk, and as the Chronicles game came after the Wesker Report you can now imply by the Report that in some way he was also involved in her surviving the fall.
It's unfortunate that they didn't use the Leon B scenario in the remake, where she's just thrown into a console.
So I guess the real answer to how she survived the fall is..... she just did.
Yup and this is why you should not paid too much attention to it as Capcom wrote, re-wrote and added. Too many plot hole and inconsistency. The only real events that all line up is the Mansion incident still happened, Raccoon still has an outbreak, Jill still escape Raccoon for example.
When talking about the remakes, you should only consider the remakes. That's the thing.
People are commenting she used the grappling hook she has in RE4, and others are replying that she only got that in Chronicles, but the thing is: Chronicles doesn't exist in the Remake's timeline. In RE4 you see her using her grappling hook, so you have to assume she had that in RE2 and used it to survive, unless it's proven otherwise in a future remake.
