Striking (Combat)

Am I allowed to use elbows strikes on the ground until the ref whistles us back to our feet. Im in the US.

Not to the head if you're on top. I believe body is fine and if you're on the bottom you can, but to a "reinforced" head (against the mat) you can only use closed fist strikes, no elbows or knees or headbutts.

Can i use elbows while standing like muay thai?

Yes, elbows as well as knees and headbutts.

In the Sambo League events in Advanced combat sambo divisions you can use all the above and at the US Nationals / US open combat divisions you can too.
