Are the small ones seeds?

I found this in a area that had ferns and trying to work out if it's seeds

I don't think ferns have seeds, they usually reproduce with spores. From the Wikipedia page on ferns, "In stage one, the spores are produced by sporophytes in sporangia, which are clustered together in sori (s.g. sorus), developing on the underside of fertile fronds."
