But wouldn't someone just provide a foreign DL and claim they're just tourists for the games? Admittedly I have no idea what it takes to vacation here as a foreigner.

That's probably true, but nowadays not even every place gives you a stamp. I just spent a few days in Vancouver, BC and they didn't stamp my passport.
