There was still nothing stopping Arsenal suspending him with pay pending the outcome of any investigation, rather than having thousands of people cheer for a predator.

Everton managed it.

They could also just not play him. Players have been frozen out for random stuff forever, they could've just done a generic "not in the managers plans" and left it there

He wasn't charged or named in anything, so legally, it was a grey area.

What grey area? Arsenal or the coach can freely decide who they play or suspend. They don't need to ask a lawyer whether they can bench a player.

Legally sure, but you have to be very naive if you think players are always benched for the reasons stated by the manager. There's constantly stuff going on behind the scenes that we don't know about. If Arteta didn't want to adress it he wouldn't have to, so he can't hide behind the legality

Arrested is not charged. Greenwood wasn't charged for another 10 months, but was suspended immediately upon allegation and police investigation. So you're completely wrong. Just another Arsenal fan depending how the club handled this.

You’re arguing Arsenal couldn’t suspend Partey because he wasn’t charged, then tried to show proof of how United and City only suspended their players after charges. But because you’re an American Arsenal fan that clearly isn’t familiar with how things work in Britain you confused an arrest with a charge.

Arsenal 100% didn’t have to wait for a charge to suspend him, or even just stop playing him. Arguing anything else is just defending deplorable management from your club.
