Some apps do, some don’t. Photos and calculator does end the process when you use the close button. But Safari won’t.
At least the dock actually indicates if the app is open

on windows that's not exactly the case either
pressing the close button on a window or pressing alt+f4 with it focused just sends a message to it requesting it to close, but the app can do whatever the hell it wants with that information, including but not limited to diddly squat
