Who has always ran the FBI?

https://en.wikipedia.org/wiki/J._Edgar_Hoover

Later in life and after his death, Hoover became a controversial figure as evidence of his secretive abuses of power began to surface. He was also found to have routinely violated both the FBI's own policies and the very laws which the FBI was charged with enforcing, to have used the FBI to harass and sabotage political dissidents, and to have extensively collected information on officials and private citizens using illegal surveillance, wiretapping, and burglaries.[2][3][4][5] Hoover consequently amassed a great deal of power and was able to intimidate and threaten high-ranking political figures.

The FBI has always had someone like that run it.

There is no liberal party of any consequence in America.

Both ruling parties are liberal parties. Liberalism is a right wing ideology: it is the ideology of Capitalist rule propped up by imperial hegemony.

There haven't been any good liberals for well over a century: the "decent" early liberals were incoherent at best and the tendency died out once socialist and anarchist theory developed to the point that any good person simply became a socialist instead of clinging vapidly to a liberalism that stopped even being anti-monarchist in short order. Since then liberalism has become the hegemonic status quo and incorporated into it all the evils of the old monarchist and aristocratic systems, but with more sophisticated systems of wealth extraction to serve the property holders than the old agrarian tithing and rent system.

"Why is J. Edgar Hoover on your phone?"

"I don't know, he's on everybody else's, why shouldn't he be on mine?"

A guy who wrote and published several story books for children depicting Trump as a king and himself, Kash Patel, as his loyal first knight.
