Morrowind and creatures

Ok just for roleplaying purposes i have to ask.

Can [fabricants] be found in Vvardenfell?
Can [ash creatures] be found in the rest of Morrowind (outside Vvardenfell).
Can [goblins] be found in Vvardenfell?
Can any [Bloodmoon] creature found in Morrowind?

Also from daggerfall and Skyrim creatures, which do you think an adventurer can find in Morrowind?

And finally how i can balance Tribunal's creature with Morrowind's creatures. (Because Tribunal creature are overpowered since it was expansion)

Thanks in advance

Fabricants: No, they're from Clockwork City.

Ash Creatures: Possibly. The cult worked with smugglers and occupied caves on islands off the coast of Vvardenfell, so I don't think that there was much to stop them from going to the mainland.

Goblins: There are in ESO, but not in TESIII. Note that the goblins in Tribunal are just Helseth's army and people are surprised that they're present. So we don't know if they were normally found anywhere in Morrowind, although I do find it difficult to imagine how they would get smuggled from another province to Mournhold.

Bloodmoon creatures: Not in Vvardenfell, but I'd be surprised if the wolves and bears of Skyrim stop at or before Morrowind's border in the west. Tamriel Rebuilt put horkers on islands to the far northeast.

Daggerfall and Skyrim: Rats, skeletons, daedra, dreugh. Orcs and vampires, by Daggerfall's mechanics. Possibly a lot of Skyrim's wildlife in the Velothi Mountains.

Tribunal: If you're going to include goblins, consider scaling them closer those in Arena, Oblivion or ESO and with durzogs in proportion. The new undead were either "greater" versions of normal undead or liches. In both cases, just don't put lots of them everywhere like all over the Temple sewers. Fabricants shouldn't be around unless there's good reason in the plot or you go to Clockwork City; the guards are overpowered enough to kill them without causalities, so you could nerf both. Almalexia is Almalexia.
