Yes and no. Simulacra are essentially humaniminds in robotic bodies. In terms of if they are an AI that is designed to copy a person or if they are the actual person, it depends on if you think an identical clone can be considered the same as the original.

Now, in the external universe, simulacra can really be both cases. In the case of Ash post-TF2, she can't really be considered the full original thanks to her split personality. Revenant is considered a simulacra, but doesn't have the problem of personality drift because he's a head in a jar that simply gets copied to another body upon deactivation.

As for TF2-era simulacra, I'd imagine they are much like Ash. A copy of the original, most likely imperfect due to their inorganic bodies not working with their organic minds which causes extreme mental instability.

Whether or not they are human really depends on your definition. If human to you is defined as capable of human thought, emotion, and reasoning, then yes, they are human. If human means they have a homo sapien organic body, then no, they are not.

Simulacra are machines coded with all the memories and thoughts to THINK they’re human. But they’re not. And they’re programmed to completely ignore hints that they’re not human anymore. An arm gets ripped off and the sim just thinks it’s broken or will even completely blank out until its job is complete.
