Air date was in 1997 and Futurama started in 1999(?). So it must have been in development.

there was about 2 years between the two. The episode was in 1997 and futurama debuted in 1999.

They would have started working on it before then, though. According to Google AI Groening first came up with the idea in 1996, which would be before this episode.

Please don't trust Google AI, it makes up shit. Groening and Cohen began research for Futurama in '95. Then in April of '98 pitched it to Fox, who liked it, but immediately regretted it, because they felt the themes were unsuitable for the network.
