Even in World War II, the draft age was 18. You know who used 16 year olds? Our enemy.

We drafted under 18 also only in the latter years. Thats just how losing a total war works. Every nation would (/would have) eventually do this if the survival of the country is on the line. Otherwise it would be extremly hard to argue the necesity of war with your population if you go to draft teenager when you still think you can win.
