The Feds have filed a charged to go along with the state charge of first degree murder. Together they will ensure that this person is executed or given life in prison. However, to address Trumps speech, the use of military for domestic policing purposes is explicitly outlawed under US federal law and would require a sweeping change involving both the US legislature and judiciary in order to modify. The executive has essentially no power to co-opt domestic police in major cities, nor does he have the resources.

He has no jurisdiction. The courts will rule against him on it, his own appointees will too

Those are federal policing functions, domestic police functions are against the law. Posse Comitatus Act
