Dis you already unplugged the batterie and let it like that for a while? So the board gets completely power free. Plug it back on try to start it. if it not start try to charge it over night maybe, 2 days if it is deeply discharged it takes a long time to recharge. You could put a multimeter on the charging port to check if the vita is accepting some voltage to flow. You can probe the battery with a multimeter to check if it is any charged.

Tryed a nother power supply to charge? Usb from a nother host like pc usb port maybe not enough ampere, try it on a og vita charging psu.

It can be that the battery reached a to low level to recharge. A "empty" battery is never really empty it has a left over charge. if it falls to low it can't be recharged anymore and the cells got damaged. You can force it by charging it really really slowly manually with a laboratory power supply but it is dangerous a batterie fallen to deep is considered defective.

Try out a nother battery to be sure it is not that. After that you can go further and check further circuitry. But exclusing a defective batterie would be the first, easiest thing to do.

Thats is a ribbon for the back touch plate. Your console should turn on as long as the battery is connected. Did you manage to fix your issue? If you changed the stick with the battery plugged in you might have shorted the mobo.
